A Uintah County woman is back in Uintah County Jail this month, this time on a felony theft charge. On October 30th, 64-year-old Joanne Lanette Manwaring was taken into custody after showing signs of being under the influence of a controlled substance during a meeting with Adult Probation and Parole, resulting in a charge of 2nd Degree Felony Possession or Use of a Controlled Substance, as well as DUI. She was released and while on probation for the new pending felony charges, Manwaring took a vehicle without permission from the owner which was then reported to law enforcement. On November 19th, officers watched as Manwaring drove the stolen vehicle back to where she took it from, resulting in her arrest. According to the Probable Cause Statement, as she was being advised that she was under arrest, Manwaring would not cooperate and resisted. She is now charged with 2nd Degree Felony Theft and Misdemeanor Interfering with a Peace Officer. This isn’t her first incident of theft as Manwaring pleaded Guilty on a 2021 Theft charge that took place in Roosevelt City.
