A traffic stop in Uintah County over the weekend resulted in the arrest of 2 individuals. According to the Probable Cause Statement, an officer initiated a stop on February 22nd for a traffic violation. A narcotics detection K-9 gave a positive indication on the exterior of the vehicle to the odor of illegal narcotics. The driver, 45-year-old Leslie Dale Billings of Rangely, had a baggie of Fentanyl powder on his person. Billings has at least 2 convictions for Possession of a Controlled Substance within the last 7 years and a prior distribution conviction. He was also driving on a suspended license. 42-year-old Kristine Phillips, the vehicle owner who was traveling as a passenger, had fentanyl pills, methamphetamine, and fentanyl powder in her bra. Due to the amounts and the scales found inside Phillips’ purse, Phillips was arrested and charged with 2 counts of 2nd Degree Felony Possession with Intent to Distribute, among other charges. Billings is charged with Possession and Driving on a Suspended License.
