Big changes have occurred in the Roosevelt City leadership. On Friday, Roosevelt City announced the hiring of Scott Finlayson as the new City Manager. Finlayson has 22 years of work experience in law enforcement and public administration on the Wasatch Front, most recently as the Assistant City Manager in Herriman City. “After a long process and thorough search, we are excited to finally welcome Scott Finlayson to our team as the new City Manager of Roosevelt,” shares Roosevelt City Mayor JR Bird. “He possesses the characteristics of honesty and transparency that we feel are of utmost importance, as well as other talents, qualities, and technical skills that will help us as a City achieve our vision and goals now and in the future.” Finlayson and his family are excited to be out of the big city and at home now in Roosevelt City. The Roosevelt City announcement emphasized that Finlayson was selected in part for his vision for economic growth in the community with the prospect of the railroad underway. Finlayson replaces Ryan Clayburn who served as the interim city manager since 2019. Clayburn will now serve as the Assistant City Manager and Water Source Director.
