Three Constitutional Amendments will be included on the November election ballot. Constitutional Amendment A asks if the Utah Constitution should be amended to modify the period of time a person in the military needs to serve out of state on active duty in order to qualify for a property tax exemption for the military person’s residence.  Constitutional Amendment B asks if the Utah Constitution should be amended to authorize the creation of a property tax exemption for property that the state or local government lease from a private owner. Finally, Constitutional Amendment C asks if the Utah Constitution should amend regulations on Legislative sessions including whether the Governor should be required to reduce state expenditures or convene the Legislature into session if state expenses exceed revenue for a fiscal year.
