An arrest was made after a disturbing incident at the Roosevelt Library was reported to police earlier this month. According to the Affidavit of Probable Cause, law enforcement were called on October 5th when a man was observed by one of the employees in the child story area of the Roosevelt Library with his shorts down by his feet while making movements by his groin. The employee yelled at the man to stop as he could not do that inside the library. On October 8th, 53-year-old Samuel Ray Nielsen was located at 200 South State Street in Roosevelt. Officers spoke with Nielsen about the library incident and he was placed under arrest for 3rd Degree Felony Lewdness With Prior Offenses and was transported to the Duchesne County Jail. Officers noted that Nielsen has a criminal history and has been staying in the Roosevelt area living in his vehicle. Court records show that Nielsen was found Guilty in 2019 of 3rd Degree Felony Lewdness with Prior Offenses for events that occurred in 2017 in Utah County. He is listed on the Sex Offender Registry and was found Guilty of Sex Offender Registration violations in 2008. He also has a history of burglary and theft. Nielsen is being held without bond and is scheduled for his initial appearance in 8th District Court on October 15th.
