Man Arrested After Choking Victim

A man is facing a charge of felony assault after an incident that took place at the Quality Inn in Uintah County. The Affidavit of Probable Cause shares that officers were called on June 1st to a report of assault. Witnesses reported to officers that 33-year old Jose Cesar Palacio struck the victim with a fist and then began to choke him. The victim reported to officers feeling like he was having a bad asthma attack while being choked and later it was confirmed that the victim’s nose was broken. Palacio was transported to the Uintah County Jail and was booked on 3rd Degree Felony Aggravated Assault. The report noted that Palacio works in Vernal but is actually a resident of Texas and had been making plans to leave Vernal for Texas before the arrest.
