The service and hard work of two Uintah Basin locals was recognized recently by the Rural Water Association of Utah. At their annual conference held in late February, the Association named Bert Clark the ‘Elected Official of the Year’ and David Hatch received an award for ‘Outstanding Service by a Water Operator’. Bert Clark has served as a Vernal City Council member since 1994. During his time on the Council he has served on many Boards and Committees including the Ashley Valley Sewer Management Board, Airport Board, Cemetery Board, Uintah Recreation Special Service District and Public Works Committee. He has been very active with the Utah League of Cities and Towns. He is married to Gay Clark and has one daughter, Amanda. David Hatch recently retired from Ashley Valley Water and Sewer Improvement District after 36 years of dedicated service. His early days with the district started with him being required to learn, run and operate one of the very treatment plants of its design in the state. It came with no manuals, no direction, and no help, and yet he thrived. He was ultimately asked to fill the role of District Manager and led the district until his retirement. This past year was a flurry of activity as he prepared to retire. And while retirement may mean for many that it’s time to take it easy, Dave decided to spend his remaining time working with the engineers to finish the master plan, update the GIS maps, modify interlocal agreements, and work on several construction projects. Dave has dedicated his life to this industry, and particularly in this last year. He will be missed, but his contributions will not be forgotten.
