The Utah Legislative Session has concluded passing in total 591 bills. Senator Ron
Winterton provided a quick review on Monday of the final week of the session, sharing
that he enjoyed a visit from the students of White House Academy as well as other
community members from his district. Winterton noted that the Legislature passed SB173
Market Informed Compensation for Teachers, which adds avenues to incentivize current
and prospective teachers to make and keep their careers in Utah. A program will be
created that allows a path for elite teachers to receive a salary of up to $100,000 dollars.
Another highlight shared by Winterton is SB 161 Energy Security Amendments that
provides a dual path for energy facilities to exist. This will allow a project entity issued a
transition permit for a new electrical generation facility to apply to the Division of Air
Quality for an “alternative permit.” If an alternative permit is issued, it would allow some
existing generating units at a facility to continue operating. All of Senator Winterton’s
