An inmate of the Duchesne County Jail is facing new charges for acts allegedly committed while incarcerated. According to the Affidavit of Probable Cause, a fight between 2 female inmates in the woman’s housing block on November 16th prompted an investigation during which 20-year-old Haili Swain was accused of sexual abuse. When Swain was interviewed, she admitted to the incident of sexual abuse that took place in the recreation yard the day before the fight. Swain also admitted to throwing the first punch during the altercation the next day between her and the sexual abuse victim. Haili Swain is charged with 2nd Degree Felony Forcible Sexual Abuse and 3rd Degree Felony Assault by a Prisoner.
