A drug deal at the McCoy Flats turnoff led to arrests this week in Uintah County. According to the Affidavit of Probable Cause, officers were watching a vehicle they suspected to have narcotics in the area of Dog Valley and another vehicle whose driver was suspected of buying drugs. Violations were observed by both vehicles upon leaving the area and traffic stops were initiated. The driver of the first vehicle was identified as 50-year-old Randy Paul Dugan. A K-9 officer walked his dog around the vehicle and the dog made an indication of drugs inside. A search located a plastic bag containing 18 Fentanyl pills on Dugan’s person. When questioned, Dugan indicated that he and the driver of the other vehicle had arranged to meet in Dog Valley. Suspicions arose while talking to him that Dugan may be actively under the influence of narcotics and when asked, he admitted to using Fentanyl earlier in the day. Sobriety tests were conducted and it was determined Dugan was unsafe to drive. He was placed under arrest at about 11:10pm. Meanwhile, another officer had pulled over the second vehicle found to be driven by 45-year-old Michael Keith Allred who told officers he had stopped at McCoy Flats to play on his phone but that he was driving to Vernal and needed to get to work. The K9 officer and his dog conducted an exterior sniff of the vehicle and the dog gave a positive indication for drugs. Allred was asked to step out of the vehicle and was found to have a tooter straw in his pocket that he said he had used to smoke Fentanyl. Other paraphernalia with trace amounts of Fentanyl were found in his boot. When asked what he was really doing at McCoy Flats he said that he met up with a guy named Pauly who smoked Fentanyl with him. Michael Allred was arrested and booked into Uintah County Jail for Possession of a Controlled Substance, Possession of Drug Paraphernalia, and a traffic infraction. Randy Paul Dugan was also booked into Uintah County Jail and is charged with 1st Degree Felony Possession with Intent to Distribute, DUI, Possession of Drug Paraphernalia, and traffic infractions.
