An audit of the Uintah Transportation Special Service District released on Wednesday by the Office of the State Auditor calls to task multiple individuals and entities including the previous and current transportation board, the previous and current board chairman, Uintah County, and the current District Executive Director. Recommendations made by the State Auditor’s Office emphasized the need for the District board to comply with the law and update policies and procedures. Violations of the Open and Public Meetings Act are of particular concern as the previous board and board chair made decisions on the Executive Director’s employment agreement and salary outside of open meetings. Likewise the current board and chair are cited in multiple incidences of conducting business and decision making outside of open meetings and without the knowledge of all board members. The auditor makes clear that the board must “ensure that no instances occur where a quorum of the Board discusses District business or makes decisions regarding the District without holding an open and public meeting to do so.” In response to this direction as well as the directive to improve and update policies and procedures in the District, current board chairman Dan Dilsaver states that the audit identified weaknesses in administrative areas they were not previously aware of. “The board has already made changes to increase the board’s oversight in these areas,” shares Dilsaver. “We are working on better policies and procedures to protect the District’s interests.”
