Woman Arrested After Hitting Boy On Bike In Uintah County; Boy Passes Away

A 14-year-old boy hit by a vehicle while riding his bike in Ballard on September 2nd suffered fatal injuries and the driver of the vehicle is now behind bars. According to court documents, 34-year-old Monie Rose Manning-Miller was arrested on the charges of Negligently Operating A Vehicle Resulting In Death and Open Container/Drinking Alcohol In A Vehicle. The accident occurred in the area of 1500 East 2000 South as the teen was riding bikes with a friend. After arriving at the scene, officers talked to Manning-Miller and while looking inside her vehicle observed a liquor bottle on the back seat and some open beer cans as well. Manning-Miller consented to Standard Field Sobriety testing and according to the officer report, she could not focus on the test or failed in attempts to perform the tests. She was placed under arrest and transported to Vernal for a blood draw. During the drive Manning-Miller became disorderly and tried to kick out the vehicle’s cage and window. After the blood draw was complete at the hospital she was transported to Uintah County Jail. The officer received word that the juvenile victim had passed away at Primary Children’s Hospital and Manning-Miller was booked into jail for Felony Negligently Operating A Vehicle Resulting In Death and Open Container. The Court ordered that Manning-Miller be held without bail. In 2017, Monie Rose Manning -Miller pleaded Guilty in 8th District Court to DUI in a separate incident and served 2 days in jail. A GoFundMe campaign under the name ‘Domanic Charles Cole’ has been set up to help the victim’s family at this devastating time.
